To build technical staff and researhers to acquire new ideas, and qualifications to be appropriated with the vision of the Lao Party deeply as the following:

• Respect and love the country under the democracy of people’s and under socialism
• Have morale and social consciouce of protection and support the beautiful culture of the country and have an effective managment of natural resource of the country
• Be good citizen and respect regulations of the country
• Have a good solidarity with colleages within the organization and outside the organization.

To build technical staff and researhers to gain knowledge and capacity

• To build researchers and technical staffs about economic development planning, project writing, project analysis and appraisal, labor market analysis together with organization both internal and external
• To build human resources that have specific expertise and enable the public and private staffs both internally and externally to raise their technical knowledge and self-development
• To build researchers to take the knowledge that they have learned from this programme to apply in practice of analysing and researching issues
